Arms export is an industry worth tens and billions of dollars and the completion is cut throat. The United States of America and the erstwhile Soviet Union were the biggest suppliers of arms but now Russia has still somehow managed to hold on to being one of the biggest supplier of military hardware. But this is a very big market and lot of hungry customers so as long as humans will fight each other the merchant of death will keep making the money.
